Deputy Chief Rod Pollard

Rod Pollard serves as Deputy Chief of Support Services and has been with HPD for 25 years. He has held many roles during his tenure, such as Operations Bureau Commander, Criminal Investigations Division Commander, SWAT Commander, Patrol Operations Division Commander, Special Operations Division Commander, and other leadership positions within the department. As the Deputy Chief of Support Services, he is responsible for recruitment, hiring, testing, professional development, and training for the department. He also oversees numerous divisions – such as Traffic, Professional Standards, and the Community Resources Unit, among other responsibilities. Pollard is a graduate of the FBI National Academy and the Southern Police Institute Command Officer Development Course and has worked in the area since first serving as a Deputy Sheriff at the Rockingham County Sheriff's Office in 1994. He began several initiatives with HPD, including the Tactical Patrol Unit program, the Mental Illness Crisis Team and the Shop with a Cop event, and has served as a coordinator for the Restorative Justice program, among other leadership initiatives.

 
 

Interim Chief
Deputy Chief Christopher "Todd" Miller

Todd Miller currently serves as the Deputy Chief of Operations. In this role, he is responsible for the Patrol Division, Major Crimes Unit, RUSH Drug Taskforce, Internet Crimes Against Children, Special Victims, Crime Analysis, and Bike Patrol units. In his 20 years with HPD, Miller has held positions as the Patrol Division Commander, Personnel Development Unit Supervisor, and Squad Supervisor, among other positions, after starting his career with HPD in 2003 as a Police Officer. Miller is a graduate of the National Criminal Justice Command College at the University of Virginia and the FBI Trilogy Series – including the Supervisory Leadership Institute, Command Leadership Institute, Executive Leadership Institute, the Southern Police Institute, and Senior Management Institute for Police (SMIP) through the Police Executive Research Forum (PERF). He also serves as a General Instructor for the Department of Criminal Justice Services. 

 

 

Operations Commander
Captain Jason Kidd

Captain Kidd has been with the Harrisonburg Police Department since 2003 after serving as a Spanish interpreter with local law enforcement agencies for several years. He has held positions such as Special Operations Bureau Commander, Patrol Division Commander, Criminal Investigations Division supervisor, Personnel Development Unit supervisor, Drug Investigator, and Patrol Officer.  Kidd currently serves as the Bureau Commander of the Operations Bureau, which includes the Patrol Division and the Criminal Investigations Division. He has served as the Commander of the Crisis Negotiations Team and remains active with crisis intervention and topics in mental health.

Kidd has a Bachelor of Arts Degree in Spanish from Virginia Tech and a Master of Public Administration Degree from James Madison University. He completed the National Criminal Justice Command College (NCJCC) through the University of Virginia and the Senior Management Institute for Police (SMIP) through the Police Executive Research Forum (PERF). Captain Kidd is an instructor on a variety of police-related topics and has instructed courses throughout the United States and abroad.
